KLOA, Inc. was retained as part of the Ginkgo Planning & Design team to assist the Village of Manhattan in developing a plan for a new Village Center and Transit-Oriented Development (TOD) adjacent to the Manhattan Metra commuter rail station. The role of KLOA, Inc. on the project was to evaluate the existing transportation system in the study area, identify transportation issues and opportunities to improve access to the Village Center site, improve traffic circulation and reduce vehicle delays through the traditional downtown core, create a better linkage between the downtown and Village Center site, and increase vehicular and pedestrian safety across the Metra/Norfolk Southern rail line.

The study evaluated a new at-grade rail crossing south of the downtown area, roadway design elements for the adjoining roadways and internal site streets, and shared parking opportunities for the Village Center site, traditional downtown, and Central Park.
